I'm just guessing, because I'm not fluent in whatever that language is...but it appears to be a shut down tracker, like the Server OSes have. Given that it isn't standard, and this is Windows 7 Enterprise, I'll assume this is a corporate system and was configured by an IT Staff. It's Enterprise because I downloaded it from Microsoft's website, but it is installed on my PC at home.
If it's switched to "server mode" then how can I switch it to User mode?
The language is irrelevant bit here's th English version of it:

By default, the shut down tracker isn't enabled...you would have had to enable it. That's why I mentioned that if this was a corporate system, set up by an IT Staff, you should leave it alone. It seems like you have a link above this post that should fix it for you.
By the way, language is always relevent when asking for help.
