Contacts runs under Windows Explorer so that is why you can't find it in All Programs. You can't pin it to the task bar as its own icon but you can pin it inside the Windows Explorer icon, to do this search for contacts in the start menu and drag it onto the task bar. To access it just right click on the Windows Explorer icon and select contacts.
