7 boot animation reverts to Vista on Dell Inspiron 1100

Working on Dell Inspiron 1100 laptop which has had Win7 boot animation revert to dull Vista progress bar for startup.

Have tried internet fixes such as running Admin CMD> "bcdedit /set {current} locale en-US",

    clean reinstalled with HD zeroing,

updating BIOS which causes error "Program Access Denied: Make sure you are logged in as Admin" whether run as hidden Admin, in Safe Mode, etc.

This is an old box with Celeron and 1 gb RAM that was able to run animation fine for awhile and only has reverted since a repair install was done. I suspect older BIOS version is but why would it have run animation fine before?. Anyone with experience in fixing this is most appreciated.

Are you sure you did it correctly? This fix has been reported on almost every site I've come by:

Yeah I've tried both commands given but will try, try again.

Notice the comments from those who couldn't get fixes to work.

Make sure to run it with Admin privilege or it won't work.

Am running as Admin but neither command restores Win7 color flames boot animation.

    Anyone else have any ideas?
