Windows 7: restoring Norton Vista/Windows Mail to W7/WLM

I had Windows Mail on Vista. Hard drive crashed and info couldn't be retrieved. Got new computer with Windows 7 and Windows Live Mail. Had to get Norton to restore Norton backup files. Had to find and relocate everything restored, but so far still can't find Vista/Windows Mail files at all. Have read tutorials and related forum threads, and checked file paths suggested. Does Norton or Windows Mail keep email and contacts in a single file? Anyway that's all I could find and tried to import it, but the storage file that appeared was empty. Maybe the info just no longer exists? Any help will be appreciated.
