That icon usually indicates that this drive is a disconnected or unavailable network drive.

If this is a local drive, it could be a malware infection. You could try a few things.
1) Scan with malwarebytes antimalware.
2) Run CMD as admin, at the prompt type "sfc /scannow" (without quotes), hit enter, let it do its thing.
3) Check the drive is properly seated, cable connections are secure.
4) Since the drive is empty, you can just do a full reformat.
New drive ?
Not formated ?
Go into disk management and see what it says for that drive.
