Regardless of the positive impact, most people and most businesses probably aren't going to jump all over this practice. If their users have to install software on their own, all too often they need this admin access to remain productive. And if they are given the ability to provide admin level credentials, this is more often than not the account they will want to use as they won't want to deal with inefficiencies of going back and forth between a standard and an admin account.

Since I'm the only user of my computers, and I am always logged in to the administrator account, removing rights to any other account would be pointless, and if I could create a flaw logged into my user account, it would be the same logged in as administrator.
