Deep Zoom Composer

Deep Zoom Composer is a free tool that allows you to import your source images, graphically arrange them into a composition and export them into a Seadragon image or collection. This section goes over the process step by step.
Deep Zoom Tools

Also installed as part of Deep Zoom Composer, the Deep Zoom Tools free, standalone, library enables you to incorporate Seadragon content creation into your own work flow. This library comes with two sample applications, DZConvert and DZCollection, that will help you create Seadragon images or collections from the command line.

By Microsoft Live Labs Seadragon.

Seadragon technology enables web experiences where graphics and photos are smoothly browsed, regardless of the amount of data or the bandwidth of the network.
You can create a Seadragon experience using either Silverlight (with Deep Zoom) or JavaScript (with Seadragon Ajax). Either way, you'll want to know how to create Seadragon content.

Seadragon provides:
  1. Speed of navigation independent of the size or number of objects.
  2. Performance that depends only on the ratio of bandwidth to pixels on the screen.
  3. Smooth, continuous, transitions.
  4. Rapid, near perfect scaling for screens of any resolution
