Command prompt won't open!

Hi. Segref here, another newbie.

I can't quite figure how to post without replying, so here goes.

I am running 7 build 7600. When I try to open the command prompt as administrator Windows goes to the User Account Control. I say yes and am returned immediately back to the desktop or the folder I was in. If I try to open without admin rights I just return to where I was.

You say yes to what? UAC??

Sorry guys/gals.
I say yes to UAC, and there is no password prompt.
I have tried another copy of CMD.EXE with the same result. It seems to start ok but the UAC is as far as it goes.

A bit more info. Looking through "running tasks" in sys info revealed multiple copies of CMD.EXE were actually running, I just can't see the window!

Turn off UAC, do what you want, then turn it back on again.

Running but can`t see the window.....that`s odd. Anyone?

Do a malware scan with Malwarebytes antimalware, then try running cmd.

Did that. malwarebytes found nothing but iobit s360 found 3 tracking cookies. removed them tried cmd again with the same result. I have a new MB coming and wonder if it might be worthwhile doing a reinstall of 7? Segref

OK. Removing the policies achieved nothing. I then proceeded to upgrade 7 as directed. The procedure was slightly different and ended with 7 being reactivated. I tried cmd, same result. Checked Task manager and it said "cmd not working" but also said it was running. I restarted the computer and now cdm does nothing. Not even showing in the TM window. I should get my new MB on Sunday so I'll leave it for now and try again with the new board. Thanks to all for the help so far. Segref

Can you see the CMD.EXE application in Application tab of Task Manager or is it visible only in Processes?

If it is available in Applications tab also, then the window might be hidden beyond the resolution range. Try this,

Press ALT+SPACE -> M and then press any arrow key. The window border will be visible and you will be able to move the window with the mouse. Position it anywhere and hit ENTER.
