Disable the "Shell Hardware Detection" service.

Control Panel-> Administrative Tools -> Services -> Shell Hardware Detection
Right click, select properties, set to Disabled ... click Ok... reboot.

    Annoying thing, isn't it?

The services tweak will work on XP and Vista as well....

Control Panel -> Administrative Tools -> Services

Disable Shell Hardware Detection ... Just like you did on win7.

You can find Notepad by opening the start menu and typing Notepad and hitting enter.
