Disabling Action Center

How To Manage Action Center in Windows 7 - Mysticgeek’s Realm

My problem is that the system icons tab is not available in my control panel for some reason, and when I right click my task bar to go to properties to hide it manually it says I can't due to restrictions on my computer, so I don't know how get around either obstacle.
Any suggestions? Thank you for your time and your help!

Here you go, Choose small icons in the upper left, then notification area icons.
