Welcome
How about using sytem restore to go back before the time that you format. | My System Specs | | System Manufacturer/Model Number Dell XPS 420 OS Windows 7 Home Premium SP1, clean install, upgrade disc CPU Intel Core2 processsor Q8200(2.33Ghz 1333FSB) Quad Core Tech Motherboard Dell Memory 6 gb Graphics Card ATI Radeon 256MB HD3650 Sound Card Intergrated 7.1 Channel Audio Monitor(s) Displays Dell SP2009W 20" Keyboard Dell USB Keyboard Mouse Dell Premium Optical USB Cooling Fan Hard Drives 640 GB Serial ATA Hard drive Internet Speed DSL 2.85 |

Hello Welcome to SF !!
You could try this ShellExView
The rule is to disable non-Microsoft context menu handlers *one-by-one* and verify if the problem is solved. If disabling one does not solve the problem, undo the disabled item and disable the next non-Microsoft handler. Do the same until the problem is solved and finally identify the culprit. Scroll right to see the Company Name column in ShellExView.
If that didn't help
Download this attachment CompMgmtLauncher.bat Save it under C:\Windows\System32\
Go To Start > Type Regedit and do a search for CompMgmtLauncher.exe
Mine was located here.
[HKEY_CLASSES_ROOT\CLSID\{20D04FE0-3AEA-1069-A2D8-08002B30309D}\shell\Manage\command]
Under this key you will find a line that ends in CompMgmtLauncher.exe Change the exe to bat and Manage should now work.
Hope this helps,

Tried System Restore in the safe mode 7 did not work. I use Norton IS 2010 so I was told it does not allow it to restore unless you completely uninstall it. I do have a backup copy of my disk that i ran through Windows 7 Pro. Should I use it? | My System Specs | | OS W7 Pro X64 CPU Intel Q9650 Motherboard Gigabyte GA-EP45-UD3R Memory Corsair Graphics Card BFG 275 Sound Card CLaro Monitor(s) Displays LG 22" PSU Corsair HX 750 Case Lian Li Cooling Big Typhoon Hard Drives WD Black 640GB

First thing I would do is dump your security and get Microsoft Security Essentials, used by many members and it does not give unnecessaary problems.
I would uninstall it, try a system restore, if it works or not, just install the above Anti Virus. and malwarebytes. In the opinion of many, better security. In the opionion of all, its free. Malwarebytes' Anti-Malware : Malwarebytes
If it does not work, but I think it wii, we go from there. | My System Specs | | System Manufacturer/Model Number Dell XPS 420 OS Windows 7 Home Premium SP1, clean install, upgrade disc CPU Intel Core2 processsor Q8200(2.33Ghz 1333FSB) Quad Core Tech Motherboard Dell Memory 6 gb Graphics Card ATI Radeon 256MB HD3650 Sound Card Intergrated 7.1 Channel Audio Monitor(s) Displays Dell SP2009W 20" Keyboard Dell USB Keyboard Mouse Dell Premium Optical USB Cooling Fan Hard Drives 640 GB Serial ATA Hard drive Internet Speed DSL 2.85 |

I don't know if that is true or not about Norton IS, but if it is, I would surely replace it altogether. I dislike Norton in any case, but I would find that intolerable. | My System Specs | | System Manufacturer/Model Number DIY OS W7x64 Pro, SuSe 12.1/** W7 x64 Pro, XP MCE CPU Phenom II 1090T w/Noctua NH-D14 /**4400+ X2 w/CM Hyper TX 3 Motherboard ASRock 890FX Deluxe 4/**A8N-SLI Memory 2 x 2GB Patriot PGS34g1600LLKA/**4x1GB Corsair VS Graphics Card EVGA GTX460 SC/**EVGA 8800GTS Sound Card Asus Xonar D2X/**Xonar D1 Monitor(s) Displays Acer X233H, Dell E152FPc /**LG M237-WD Screen Resolution 1920x1080 & 1024x768/**1980x1080 Keyboard Logitech Media USB/**Saitek Eclipse Mouse Cordless Trackman Wheel/**Ditto PSU CM RS600 w/ APC BX1000G/**Antec 500 TP w/ APC BX1000 Case HAF922/**Antec 1040IIB Cooling 3x200mm, 1x140 and 1x120mm/**5x80mm fans Hard Drives WDC 2TB, 1.5TB, 1TB, 500GB,Seagate 500GB , Maxtor 80GB /**500GB Seagate & WDC 1TB Black Internet Speed 3.3Mbps Other Info SB 560 5.1 w/ Sennheiser RS140/**Creative T20 speakers, Dvico FusionHDTV7 Gold RT, Cisco E3000, HP 5510V AIO, Linksys E3000, Belkin F5U237 hub and **F5D8055 adapter
