If a program runs as a service

I have a general question about services. You can use Window's Sc.exe utility to manage services. If a service starts under an administrator account, say start cmd.exe, and you log in as a user will it start cmd.exe in the user's environment or will it still start but hidden from the user (not on the desktop and taskbar)? Thanks for all your help Eric
