This sounds like malware to me, but I guess it could be a corrupt system file.
Download Malwarebytes' Anti-Malware & SuperAntiSpyware
Open an elevated command prompt and run sfc /scannow
Start > Search for "cmd" > Right Click cmd.exe > Run as Administrator
Type in: sfc /scannow
If that doesn't fix it, let us know.
