I believe I answered your issue in another thread, however now that you mention you had Ubuntu on the deleted Logical partition, I strongly suggest you move data off of the extended Logical D partition, then use free Partition Wizard bootable CD to rightclick>Wipe the partition to get any remaining GRUB off of it before merging it with Windows 7.
Once you have applied at least one set of zeros in the Wipe operation, rightclick>Resize Windows 7 partition into the cleaned space, then create and format any desired new data partition to it's right.
The problem which exists now is that you have Free Space after deleting an Extended Logical partition, which cannot be merged with a Primary partition because it is not the same as Unallocated Space.
