What make and model board are you running there? From the specs you listed so far you pointed out having four 1gb dimms on a board likely seeing four dimm slots? Often when all dimm slots are populated certain boards will have problems!
That and device drivers like those for video seeing a bad install will tend to see Windows lag at times. If the drivers were the latest they might be too new for that model series if you went with an update rather install from the cd.
As far as seeing a bad install I originally saw a few of those with the 7000 builds where the 32bit 7 at the time saw 4 total(2 Home Premium from connect) and the 64bit twice with 4gb here(2x2gb). If this was an upgrade attempt and not a clean install on a fresh primary try that.
Abit AN8-Sli, 2x512. Only populated 2 dimms (sorry i was sketchy on the spacifics) but yeah only a gig. I also tried an old version of the Nvidia display drivers as well as the beta build (current) drivers which showed no difference in performance.
And yes, it was a clean install. So like others have mentioned, I will try reburning/ installing agian. Thanks!!
Hopefully you won't need a second download and a fresh burn in case of a bad blank will see better results. I've tossed a few of those at times here! I prefer clean installs and even deleting a partition entirely to see a new fresh one go on to insure the best possible results. That way there's nothing left to get in the way.

This is follow up to my problem. I redownloaded the rc from the website, new beta key and everything, reburned at the slowest speed. Installed, and the boot-up was very fast. I started installing my programs 1 at a time rebooting after each. Then I went to install my Office 07, and THAT was the culprit. Weird huh? I forgot that I got a different copy of Office for my last install, and I was mass installing all my programs so I didn't make the connection.

Still weird though that i had the exact same problems back then, and i only ever use office 2003 as most emails i send are to work emails, and the users don't have enough privileges to install the computability update.
And i won't remember to save as 2003 files every time i do one. (always in a rush)

Here I'm still trying to debug one item on the 32bit RC while everything fell together on the 64bit! That would be one stubborn tuner card software/driver headache! I'll likely end up performing another inplace upgrade for the 32bit anyways since that went well for the 64bit side of things!
