Is there any pogram that would lock my computer...since the windows 7 lock goes to sleep after 30 minutes?

Go into Power options in control panel and change there sleep time to 1min instead off 30min.

Besides doing this, I wouldn't personally use Windows for torrents, a live Ubuntu CD on a thumb or CD with a save to a external device will be safer. This is a personal opinion.
