Windows 7: how do i turn off kernel debugger?

help im currently trying to run a program in my comp using Windows 7 home premium 64bit but the program kept having initialization errors with a msg stating dat i nid to use at least windows 2000 with SPTD 1.53 or higher and the kernel debugger must be deactivated. i evn went to d command program and deactivated it, d comp says d operation completed successfully but when i ran d program again d error pops out once more.... Wat do i do? i also run it as an admin already tho with evry possible compatibility of windows yet its stil d same...
