I'm noticing my Windows 7 machine is taking a while to login. After I am done entering my password, the "Welcome" message with the spinning circle appears and is there for at least 50 seconds. I haven't timed it but that is an estimant. Anybody know why this would be happening?

If you do not get the solution, you may be able use msconfig diagnostic startup to discover the cause.
Steps to increase the speed of a system:
1. Download and install CCleaner tool from CCleaner - Download on the customer PC. Run this tool. ALTERNATIVELY, keep the utility installe don your system and send it to cusotmer through GTA.
2. Disabling Index Services by following the below steps:
• Go to Add/Remove
• Click on Add/Remove Component
• Uncheck Indexing
3. Optimizing Display settings. Steps are below:
• Go to ‘Control Panel’
• Select ‘System’
• Click ‘Advanced’
• Click ‘Performance’
Note: Explore and select options based on customers input.
4. If customer has Windows XP, and PC has no Service Pack 3, then download and install Service Pack 3.
Before downloading and installing SP3, please ensure that there are no application which could get effected by SP3 compatibitlity.
5. Anti-virus scanning of the system. If customer has not got any anti-virus software installed, then we may download and install a free but trustable anti-virus software named Remove It Pro from RemoveIT Pro 4 - SE (15.3.2010) Free Download - Locates & Removes many new dangerous files.
6. Converting FAT32 to NTFS. To convert to NTFS, use the following steps:
• Command Prompt
• Type “convert [drive letter]: /fs:ntfs” (i.e. “convert C: fs/ntfs”)
• Agree to dismount drive
7. Speedup Folder Browsing: You may have noticed that every time you open my computer to browse folders that there is a slight delay. This is because Windows XP automatically searches for network files and printers every time you open Windows Explorer. To fix this and to increase browsing significantly:
• Open My Computer
• Click on Tools menu
• Click on Folder Options
• Click on the View tab.
• Uncheck the Automatically search for network folders and printers check box
• Click Apply
• Click Ok
• Reboot your computer
8. Reduce Your Recycling Bin Reserve: Steps below:
• Right click on your Recycle Bin
• Select properties and find the slider.
• Reduce the size used by the Recycle Bin for each drive to 2-3%, a much more reasonable value.
9. To increase browser speed (Internet Explorer 6 and 7 only), visit: Troubleshooting Windows XP, Tweaks and Fixes for Windows XP and download “Speedup Browsing (Explorer and IE)”
10. Performing MS Config to remove unnecessary programs/services/processes from the startup.
Cross check with customer what he needs. Do NOT remove start-up files for antivirus.
11. Finally Disk Clean up and Disk Defragmentation on each drive.
12. WaitToKillService and WaitToKillAppTimeOut

basically it has to be a program or service on startup. since it happens on logon. like rich mention you can go to msconfig>startup and untick any service that is unnecessary probably services like updater.

Try this great utility, it tells you exactly what starts up during boot-up and how long each item takes to load, it also lets you easily disable items at boot-up that may be slowing your machine down. It is still in beta but seems to work fine. Below is a link, take a look and see what you think.

Sorry for reviving this thread, but I just spent a few hours troubleshooting the exact same issue and I believe my findings may help others who are encountering this problem.
Surprisingly enough my login delay was caused by an active USB connection. I had left my phone (Samsung Galaxy SIII) to charge through USB and once I removed this connection my login process returned to it's normal 2-5 seconds. I tried to reproduce this issue with my mouse (Logitech G700) and my headset (Logitech G35), but none of these devices influenced the login process in the way that my phone did.
My tip would be to temporarily disable the Windows login password, shut down the PC, disconnect all USB devices and then boot it back up. If the problem persists then it's unlikely that a USB connection is the culprit in your case.
