problem on restarting explorer.exe

When my system hangs up, i usually end the explorer process and restart it. But now when i tried to restart it, it only pops out the library window without the taskbar and icons. How can i fix this?

Try going to command prompt (right click and run as admin) and typing:
sfc /scannow

If this is caused by a registry or system file error, that should fix it.
