Well, what is the solution then ?
s76brx had the answer upthread. Just put your icons where you want them to be, then right-click on an empty space on the desktop to bring up the context menu, and select "refresh". That's all it takes.
This has been a pernicious problem since Windows 7 came out, but I found a solution that works for me. The problem seemed to be restricted to Microsoft Office files (.doc, .xls, .pps, etc.), but the solution might work for other file types as well. I simply moved the actual document to a different folder than the desktop and placed a shortcut to it on the desktop. Now no matter what I do -- modify the document, reboot to PC, or whatever -- the document stays on the desktop at the position where I want it.
I did not have this problem until 2 days ago. I have read numerous forums with various solutions and so far none of them have worked for me.
Auto arrange,align to grid,sort by and allow themes to change desktop icons are all unticked.
But when I re-boot they have all moved again (recycle bin always goes back to top left, I prefer it bottom right).
I have tried re-arranging them and then when I click on refresh they all move again.
I downloaded Desktop Restore which allows me to save them, I then have to click on restore every time I re-boot.
I know it's nothing major, but it is so annoying as it has been okay for the last year or so.
It even does it now without re-booting. I can go into explorer looking at various folders and when I return to the desktop they have moved again.

maybe desktop restore support command line, you could run the command line at startup
