Forbidden Error for almost anything I download?

Almost anything I download either gives me a 403 forbidden error or file not found error, it is happening with both IE and firefox. I have no proxy and my anti-virus and firewall is turned off. Also i know the download links are correct because I am following them through the websites. Thank you very much for the help.

By the way, even windows update isn't working.

Sounds like a potential virus/poisoned DNS to me. Download Malwarebytes Anti-Malware from malwarebytes.org, run it, and see what it finds.

Looks you will have to uninstall Flash Player:

Macromedia France - TechNotes Flash*: Désinstallation du plug-in et du contrôle ActiveX de Macromedia Flash Player

Choose in the list which one's best, Then reinstall it from the same site.

EDIT:
You might update or reinstall aswell the MS Silverlight version if you hasn't done it already:

Forbidden error
I keep getting this error...what does it mean???? Forbidden You don't have permission to access /forums/index.php on this server. Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
