setup.exe getting "Publisher: Unknown" when it has a valid certificate

On some machines in the company, a setup.exe runs fine but on many other machines the setup.exe shows a pop up that says:
    Program name: setup.exe
    Publisher: Unknown
    File Origin: Network Drive

Why does my machine display Unknown publisher when I know it has a valid certificate because other machines show who the certificate is from and on this machine it doesn't. UAC is turned all the way up and the internet security zone is set to Medium/Low

Enable the Include all network paths (UNCs) setting in Internet Options applet.

    • Click Start, Run and type INETCPL.CPL
    • Select the Security tab, Local intranet
    • Click Sites button
    • Put a checkmark near the following option:

    Include all network paths (UNCs)

I checked my Sites setting and All of them including all network paths (UNC) was already checked off. It is getting Publisher: Unknown.

Right click on the executable, click on "Properties", does it say "Unblock" anywhere?
