    Fonts stuck in Cryllic

Iīve been having some wired problems with char encodings. My windows 7 is set on Icelandic but in some places icelandic chars are shown in cryllic font style. I found this problem in 3 places 1. in windows 7 in mp3 folder all icelandic chars in Artist - title and rest of the coulums are cryllic. 2. when watching movies with icelandic .sub files comes out in cryllic 3. in ApexDC++ I found the most intresting part cos in settings you can choose font style and script style (Western - Cryllic etc..) and there itīs stuck on cryllic, normally Itīs auto on Western and Iīm able to chage that if I want but not now, Itīs stuck on cryllic on every font so that must be the problem for other programs as well. I tried to replace the icelandic dll file in system32 but it did not work.
Some program coused this but I canīt figure out what, Iīve uninstlled most programs but the problem remains. PLZ Help

What version of win 7 (ultimate, pro, etc)? did you download it, or purchase it retail? Was this a clean install or update from vista?
