Scripting Windows Start Menu Quick Search

Is there any way to script the quick searches that the Windows 7 Start Menu does?

I want to be able to force users to change their logon picture on first login. I cannot find the windows command to bring up the window of the logon images, but I do know that i can type "account picture" into the start menu search and the first selection is what I want.
