I had vista home premium on my machine. it started having this problem. I then upgraded to win7 home premium, and I'm still having the same problem.
When I go in to press the "views" button and change the thumbnail sizes.
The other problem is I can't set any pictures on the computer as the desktop background. None of the themes for win7 work either. When I go to view the themes I have downloaded on to the machine they are just black squares. It's a really crummy problem and I would really like to fix it.

Since you had the problem with two OS, we must assume that it is the computer

Go to device manager and look at you cards and drivers. Make sure that there are not yellow markers, showing problems

Update your graphic drivers and make sure your card is up to date.

When you say you upgraded to Windows 7 Home Premium from Vista Home Premium, was it a inplace upgrade or a clean install ?

If you had the picture problem in Vista and you upgraded to Windows, then the problem might have been carried over. A clean install is always better.

You could also try to upgrade the graphics drivers.
