Something similar is found at
this post on making a shortcut to Folder Options. Option 2 gives a similar answer to what I want. For example, creating a shortcut to "C:\Windows\System32\rundll32.exe shell32.dll,Options_RunDLL 7" will open the folder options dialog at the View Tab.
I just would like to make a shortcut to the dialog I described above:
