    Icons not displaying/Revcon.exe

So this is the problem that I am having. I am trying to fix a friends HP Laptop. It has Windows 7 Starter on it. The problem that it has is first of all is none of the general-looking type icons display either on the desktop or on the start menu. The only type of icon that appears for whatever program is listed is the general "unknown application" icon. Also, whenever I try to pulled up any kind of microsoft or "system tool" in general, such as system restore, defrag, disk cleaner, etc. it always gives me this message asking me for permission to start revcon.exe which apparently is used with the Realtek 2.0 Reader. No matter if I choose yes or no it never pulls up the program at all. Any thoughts or ideas on what the problem might be? Or combination of problems?

Try a System Restore, from time before the problem started.

Unfortunately restore was never turned on and there are no restore points to work with.
