Arshad,

Why are you typing ipconfig at the C: prompt? When you run CMD, the prompt that appears is "C:\Users\username". Type ipconfig there.

But, that is supposed to work anywhere

It should but its not.

Please also check that you actually have an exe file called ipconfig in C:\windows\system32.
