Windows 7: Control Panel problem

After installing (clean install)the RC version I was unable to view all the various control panel items. When I click on "control panel" it shows only the basic items but not the rest. On the top one should be able to change the view so that all items are listed. This does not work,
What can I do to rectify this?

Have you used a registry cleaner? wise4 caused me a similar problem not long back.

No, I did not. The first screen which opened after the clean install (with nothing else installed) already had this problem
