Any particular reason why the "change the base to decimal"
Habit more than anything I guess.

OK. So far, I think I'm going to prefer the 0 time as it eliminates that nag display in the taskbar, but will wait a few days for final verdict.

Well, I may be premature but rep is forthcoming. Again, thanks for the solution.

    Thank you and you're welcome.

This was one of those little annoying things I went looking for back in the XP days. Don't remember if I ever found anywhere that actually said to set it to 0, as most of them were how to increase it so I just went the other way and it worked.

Try this, open Regedit and go ti the following location,

    HKEY_CURRENT_USER\Control Panel\Desktop

look for "ForegroundLockTimeout, right click and select Modif, change the base to Decimal then set the value to 0. Log off and back on or reboot for the change to take affect.
    Interesting.

I saved off the registry key and then altered.
Will see what the pros and cons are.
Any particular reason why the "change the base to decimal" since 0 is 0 whether hex or decimal and the 0x0 format is not needed in this case.
Old file I know but the tip by "stormy13" helped solve my issue too.
