Isit normal for windows 7 to spin up inactive drives on shutdown

I have set my power options to turn off drives after 20 mins which is fine but i dont understand why it spins them back up before shutdown is this normal and can it be changed.

It spins back up before shutdown because the operating system needs to move files that are in random access memory to permanent spots on the hard drive. Not to mention other things which must be done. There is no way to stop your computer from writing to the hard drive before it is shutdown.
