Hey alright so heres the Deal if you Built your computer and are able to go into the Bios there is a Feature that declocks the cpu there for making it Slow as Balls.
when it comes to trying to start up programs and other such things and once there up and the cpu isnt being taxed at the right amount it goes back down to a declocked state.
so if you can turn off some of the features in your bios Do it!... i did that and windows 7 has been faster then i have ever seen ...
and i built my computer about 3 or 4 months ago and ill be damned if the retail version(what i have) is a piece of ****... Windows 7 AOC its on utorrent sites is the Fastest Newest version(i think its retail as what i meant above)
So i have not had any problems as of yet with new pc and if you are. Try shutting off some of the features of windows 7 Like Aero and stuff
but other then that its fast fast fast! .... IF your having graphical issues try upgrading your GPU to something more modern.
I would suggest things but i A dont know your pc and B dont know what it supports.

XP runs fast on my equipment and it does everything that I want it to do -quickly. I think that Microsoft just plain does not understand that many of us use our computers to do work. If our operating systems are bloated with crap and run like molasses it takes longer to do our work!!!
I am a network support engineer with hundreds of customers and it is extraordinarily rare for me to see Vista in a business or home environment. Unfortunately, I'm not expecting to see Windows 7 out there in the world much either.
Also, what is the point in moving and renaming common things in the OS so that in each version you have to waste time figuring out where they hid some particular thing? I am unable to figure out how any of the Vista or Windows 7 changes are anything but cosmetic, I'm not seeing anything that makes WORKING in the OS more efficient.
For me, speed and stability are really the only thing that I am looking for now. XP has it, Vista and 7 do not.
If anyone at Microsoft is listening I'm going to give them a hint. It needs to be faster! Faster! Faster!
