English keyboard layout appears on its own

Ok, I have searched everywhere on Google for a solution to this, but I couldn't even find anyone else with this problem. My problem is, that after being on my computer for awhile, the English layout will appear out of nowhere in the language bar, even though I do not have it activated, so there is no way I can get rid of it, except for restarting my computer. Does anyone know how I could get it to stop doing this? To most people it probably wouldn't be a problem, but it bothers me to have it there when I won't use it, and I always make extensive use of keyboard shortcuts, and skipping from one layout to another a lot, so it makes it harder and longer to switch between them. I have included a picture to illustrate this.

Also, to avoid making two threads (unless I should), does anyone know how to edit the layouts of the Korean IME's layout, so I can have the Korean characters in a custom layout, instead of the prescribed way? Many thanks in advance for both questions, and thank you for your time!

Yep, it's English. Also, it continues to happen even if I have a custom layout installed under English. Hopefully someone knows something. :)

Hi, I've just spotted this. This may be your answer?
GoTo Control panel > Regions and Language > Administrative, click on Copy Settings (Admin privileges may be needed). Check the box(es) Welcome screen and system accounts and New user accounts (Cover all options!!). OK your way out.
    Hope that helps.

I have the same problem and Lasy B's solution didn't work for me. It keeps popping out every other week (somehow it's linked to win update) and getting rid of it is really troublesome, 'cause it's not being rendered under config dialog and I need extra install it to be able uninstall Any other ideas?
