Cannot Create User on Windows 7 64Bit

I recently upgraded my PC from Vista to Windows 7. The PC had, and has, 2 users defined. Both of these user-id's are visible when I start Windows 7 and I can log on to either of them. Both are defined as Administrator.

When I enter User Accounts via Control Panel I can see the user-id to which I am logged on. However when I select Manage Another Account it does not show the other user-id. Also if I try to Create A New Account from this screen it does not create it and no error message is displayed. I can try to create the same user-id adfinitem and nothing happens. Can anyone help?

Built-in Administrator Account - Enable or Disable

Try this tutorial and see if it helps.

I did that. When I log in as Administrator I still get exacly the same problem.
