Not until hardware and software is available will you have the chance to sample it. I think the hardware will be available this fall at around the same time windows 7 will be ready. Whether they are already writing games and what not for it I don't know.
You will know what your on now with the capabilities of your current gpu. | My System Specs | | System Manufacturer/Model Number Custom Build. OS Windows 7 Ultimate x64. Like you though I think they should of made it possible to do something with the existing dx10 enabled gpu, because it's not like they didn't know about Seven(for at least a year).

DirectX11 is full backward compatible with DX10 hardware.
You can run Dx11 on DX10 GPU (unlike Dx10 with Dx9 GPU).
But don't expect to play dx11 feature on a dx10 GPU, it's totally impossible for some logical reason
Moreover: Dx11 as WARP10 which allow Dx10 rendering even when non hardware complient is detected: Windows Advanced Rasterization Platform (WARP) In-Depth Guide | My System Specs | | OS Vista H.P.
