What is the name on that card? Can't make it out, but what I can see of it it doesn't look like any name I recognize. Also could you post everything shown on the label on the back.
The pictures don't really show much other than whatever it is it used a custom PCB. You can tell that by looking at any of the 6600's here,

They all have an spot near the top right corner with either a space with 6 hole in a small rectangle or a power connector where the holes are. In the case of the 6600's the PCI-E cards didn't have the power connector (hence the holes), whereas the AGP versions of the cards had the power connector.
As far as the 8600 cards went the 8600 GT didn't have either the holes or a power connector, and the 8600 GTS does. The reason for that is that the 8600 cards unlike the 6600's used different PCB's, which you can see a reference picture of both the GT and GTS here,
