First of all let's start with this (which you have been asked before in several of your other threads),

If unsure what you have grab this,

Speccy - System Information - Free Download

and it should show what hardware you have.

as for your current problem, looking back at your other threads/posts it would appear that you have bigger problems than the video driver not installing which could be a hardware or software problem.

Is this a clean untouched Windows install, or has it been fed through something like RT Windows 7 Lite (or something similar), or a downloaded version from somewhere?

Also, just a heads up: In Safe Mode, Windows won't detect the driver since Safe Mode only uses standard system drivers and not the manufacturers ones.

Try this; re-download driver from ATI (full package) and save desktop or downloads folder. Next, uninstall current driver and reboot if it doesn't ask you. Once the reboot is done re-install curren ATI full driver package from save location and reboot if not asked to.

And from Stormy13 post, it implies you may have some other issues as well. Just for piece of mind check your system for bugs, virus's and give it a tune up. Run your Anti-Virus software then run malwarbytes, spybot s&d, ad-aware, (doing this in full scan mode), Ccleaner, then defrag hard drive and the run a registry cleaner and defrag registry.
