Just a heads up, the latest version of
Driver Sweeper is no longer hosted at Guru3D.
Get the latest from the developers site:

Remove ATI Catalyst Install Manager via Control Panel\Programs\Programs and Features
Reboot into safe mode, run
driver sweeper, select analyze/clean the ATI entries only.
Boot normally and re-install the proper
drivers.
The issue occurs because the WHQL
drivers via Windows Update don't work with the installed version of an older Catalyst Control Center. It's better to download video
drivers separately and not use WU for this reason.
