    Screen Resolution

Ok, so I am running Windows 7 Ultimate x64.
I have ATI Radeon HD 3200 Graphics & ATI Radeon HD 3400 Series
I have went to AMD official website and download their cataclyst and I have updated all my display drivers.
I am using a 36" Insignia TV for my Computer Monitor and it's connected
    via a VGA cable.
Now AMD VISION Engine Control Center says:
    Maximum Reported Resolution: 1920x1080
    Maximum Reported Refresh Rate: 75Hz

How come I can only put my Resolution to: 1360x768

Even in the AMD VISION Engine Control Center I change the
Monitor Attributes to Maximum Resolution: 1920x1080 and Maximum Refresh rate: 75Hz
and I still can't get a higher resolution then 1360x768.

    How can I fix this?

Maximum refresh rate of 75Hz does not mean that is where it should be run or set.

Refresh rate has to be set to what the monitor uses.
If intended to use the TV as monitor you will have to find refresh rate for the TV which 99% of the time is 60Hz on TV's and monitors.

My Samsung monitor is one of the 1% which is rare.

What is the native resolution of the TV? Is it 1920x1080 or is it only 1366/1360x768?

If it is the lower then ignore the higher resolution because the TV will not run at it. Think you will find it is a reporting issue between the TV and the video card driver. I have a 19" LCD with a native resolution of 1440x900, and it shows the same 1920x1080 max reported, but there is no way that it would run at that resolution.
