Not able to connect PC to TV through VGA to S-video Cable in Windows 7

I am not sure this thread is already created or not but I have Windows 7 in my HP g60-550CA Model. I am not able to connect my PC to TV with VGA to S-Video Cable.
When I attach my cable my pc doesn't detect in my PC
This has nothing to do with Windows 7 and everything to do with whether the hardware in question (the VGA port on the laptop) supports what you are trying to do. Unfortunately there are very few video cards short of some of the older ATI All-In-Wonder types (video card with TV tuner built in) that support s-video/TV out from the VGA port.
If your TV doesn't have a VGA or HDMI port on it the only way I know of is to use something like this,
I have another PC (Windows XP) where I have VGA - S-Video cable. When I connect that cable to TV it works fine. So I am wondering what will be the root cause. Also have VGA to RCA cable and also I have RCA port in my TV. So will it work?
Probably not. That it works on the other computer says to me that the video card in it supports TV out from the VGA port. That is also why they have a warning like this (or should),
