Dual Monitor showing black barz on TV(top,bot,R,L)

I have a home built Rig. Running Win7 RC 7100. Very happy with it. I just had a DVI/HDMI adapter, 15ft HDMI 1.3 cable and a 20ft coax cable delivered. MONOprice.com for the win on those(less than $20 delivered in less than a week)
Anywayz, I set up the cables and all to my Toshiba 37" LCD 37HL67 and the coax to my reciever. audio is working. And even the dual monitor set-up thru win7 works great. However, I am having a "desktop fitting the FULL screen" problem.
It is showing black barz top, bottom, left, and right. Not fitting the complete screen. My TV res is 1366x768. which i have win 7 set to. it seems to be the fullest on the entire screen. But not completely. It does not matter if i make it the main mont or not. Wont change. My GPU is a ASUS 4830 from Newegg(another winner ). I do have the latest drivers and even tried to play with the CCC and started seeing problems becasue i was doing a trial and error sesh and i stopped quickly. I am not PC inept but I am not the most savy creature either. This one is beyond me at this point. If anything is needed let me know and i will reply asap. Thank you in advance.

In the Nvidia Control Panel, go to "Adjust Desktop Size and Position", select the monitor you want to change and then try selecting "Use my display's built in scaling".

I do not have Nvidea control. At present I am running the ATi Catalyst Control Center. That was the CCC I was refering to. I have tinkered with the settings between Win7, CCC and the TV itself. I have reached a point where I still have the black bars on all fours of the screen but it is roughly 1/2 inch on all borders. I can live with this when the room is dark. But they are still there. I do not have an "auto-fit option" on the TV as a friend suggested. And I do have the option to run at 1920x1080 settings in Win7, however my TV is only 1366x768 native.

Does the TV drop down the res?

Is there a control in the ATi Catalyst Control Center that i am not seeing?

Do LCD TV commenly fit the whole screen without black borders?

sidenote: When I do use the TV as the secondary montitor, when I scroll the mouse cursor it will not show in those black borders at all. So, my novice thought is that it is in the PC and not TV.

Sorry, dunno how I presumed you had an Nvidia card.

Try uninstalling the drivers and see if you get the same problem. If you do, then CCC is handling your scaling, and you need to set the scaling to the monitor's default (should be under monitor properties in CCC).

In build 16384, I had to use the ATI 9.36 drivers. You need to overscan the faulting monitor. With build 16385, the generic WIndows driver solved the problem for me, so I installed the 9.37 ATI driver, which does not have the overscan feature.

okay, going to get a better look at the CCC tonight. if no options are available for scaling or overscanning i will try to uninstall the ati driver(will try to obtain the build for others reference) and run the default win 7 driver and test that out. thank you all for the support. i do believe i am close to finding a solution(lol). lets see. will report back.
