Loss of video signal reboot only

for almost 3 months now i have had an issue of when i choose to reboot my pc it will lose video signal and the only way to reboot my pc is to shutdown and power it back on for the video to pop on as it should it started with my ATI 5970 but since then i have upgraded to a ATI 6990 but it has the same issue. any ideas what would cause my video to lose signal on a normal reboot so i don't have to shut down when a reboot is needed?

major changes before this started was i went from a 750w psu to a 1000w psu

When you restart turn off the monitor and turn it back on when you think that you are at the bios screen or a bit after it.
Otherwise you can set the input detection to manual if available in the monitors menu, but the 1st solution must solve the problem.

    Cheer!

k, so i tried turning off the LCD after choosing to reboot waiting about 10 secs after i seen the cdrom lights blink on and off as if it was booting up and turned it back on and i get the DVI no signal message.

again holding the power button and turning the pc back on i get signal right away that is what is crazy i have to fully power off it does not even matter how long i power it off for just as long as i power it off it works 100%.
