I'm also having this problem. Running x64 with forceware 190.62. Disabling aero did fix the problem. I'm also experiencing the 59Hz problem as well. Had neither of these problems in vista64.

OK, I had the problem too, it seemed laggy. I have just done another install. The difference:
choppy - RAID 1 (2 x 500GB)
non-choppy Native IDE 1 x 500 GB drive
Now I can't be sure that it is being in RAID 1 that is causing the problem. More likely the necessary RAID drivers that are required for the chipset. I'll keep going with the NATIVE IDE for a day or two, then reinstall again with ACHI sata mode, which also requires additional drivers.
Thanks for the input but I only have one 160GB sata hdd and an 80GB IDE hdd..

A suggestion.
Maybe it has nothing to do with your individual issues, but it worked for me.
My 32" LCD-TV has native resolution of 1920x1080 @60hz.
My ATI 4760 card by default was on 1920x1080 @24hz.
I had that sluggishness when opening/closing windows.
Also my recorded video's look weird, like there were frames missing, and when paused and the play again it would be out of sync.
I thought of codec problems, I thought of HDD not performing, I thought of indexing, thumbnail generation.
But nothing I tweaked or changed made any difference.
After days of trying I was at the brink of giving up.
Then, when zapping to my HTPC I noticed my TV reported 24Hz.
I went to the HDTV option of Catalyst and forced it to 1920x1080 @60hz.
And gone were my problems. No sluggishness anymore, my videos play perfectly.
I never thought the difference in Hz between the Graphics card and the screen could have such an impact.
I set it back to 24hz, just to make sure I was not imagining things, and my problems were back.

I see. Will try it when I get home but I'm pretty sure 1680x1050@60hz is where I'm at though.
I wouldn't be surprised if this is down to the 59hz problem discussed here: 59Hz
Diffrenent monitors react differently to being set at the wrong refresh rate. Some work fine, some become choppy like yours and others tear like mine. Not much we can do about it until Microsoft/nVidia/ATI fix it.
I'm using the same monitor on my test system.
As mentioned the only difference in my setup is the configuration of the hard disks. The difference for me using the motherboard in Native IDE mode, or having to specify additional drivers and asking the OS to use the particular part of the AMD SB600 southbridge chipset. THis would be enabled when RAID or ACHI is turned on, regardless of the hard disk setup. That is, it should not matter whether I have RAID 1, JBOD, or single disk in ACHI.
To install Windows 7 in RAID/ACHI it was necessary for me to used adapted drivers (.inf file) to detect my disks on the SB600 chipset. Although I cannot confirm this to be the problem yet, it wouldn't surprise me.
I've benchmarked my choppy system with Soft Sandra. All results are normal for the spec.
I've turned off the Aero feature, and the machine is genreally more responsive. Perhaps there is so e issue with the way the GFX interacts with the fully enabled Southbridge?
Can anyone else try reinstalling and testing with RAID/ACHI vs native IDE?

I guess Im just lucky... my HP2009m native resolution is 1600x900 @75Hz.. I haven't experienced any lag or choppiness at all..
