sounds like whatever has been accessing your system (virus or otherwise) has restricted access to your temporary internet files, seeing as your temporary internet files are located in documents folder and restricted access is there, it would make sense, firstly i would (just as a test) create a new user account on windows and log in and access the relevant websites and see if the issue is still there.
