The opengl in the old counterstrike is... buggy.
Very very buggy, has been all the way back since the beta. (yes I was actually in the beta '98-99)
Disabling triplebuffering in the ati CCC may give you slightly better overall frames.
The dips will likely continue to occur though, the power of your graphics card isn't even really an issue.

i have disabled it but it still sucksssss...............

in my laptop there is dynamic switching of graphic cards.......
and i have read somewhere that opengl applications in my laptop can only be run by default power saving mode graphic card ie the intel graphic card..........

the problem is that my ati graphic card meant for high performance is not able to run the game ////

    pls help me ........

can i change the settings of my laptop from dynamic switching to fixed switching??

    is there any alternative?

Like I said the opengl is pretty buggy in cs, the huge frame dips are pretty much expected.
I don't think you'd see much improvement if the performance card were working.
My best advice is to try it in d3d mode and use the graphics cards options to try and reduce any jagged edges or image problems from there.

Also any ati / nvidia card made in the last 10 years should be able to run counter strike 1.6 without any trouble at all. That's the original half life engine. People were playing stuff on that with 16megabyte geforce cards. I remember I had a geforce 2 at the time and I had pretty much the best card of anyone I knew.

before I do that could you open your system -> device manager expand the display adapters and tell me what exactly is shown there?

The specifications from your manufacturer state your model doesn't have the intel 3000hd on it. So I just want to be a 100% sure before linking you to drivers.
