Not true according to EVGA. Plus, they just shipped me one today. I wouldn't think they would be shipping cards just to recall them.

Nvidia denies there's a problem but that's what they said the last time there was a design flaw.

Whatever the cause, there seems to be a lot of complaints with the Kepler series showing up. Nvidia isn't big enough to halt sales for something as trivial as a design error.
