After monitor turns off, computer won't turn back on.

Hi, I've set my computer to turn off the monitor after 15 minutes, when I shake my mouse to turn it on it doesn't respond. No sleep and no standby. Hybrid sleep or something has been disabled, page file is also disabled because of my SSD. I've noticed that when it my monitor turns off for an extended period of time, the HDD LED stops blinking.

Here are my specs :-
Asus Crosshair V
AMD 8150
Sapphire 7970
Dell 2209WA
16GB Ram
Corsair 120SSD
640 Green
1TB Black
