Try updating to the latest video drivers and also adding more ram memory like make it 4gbs would give the game and windows a boost. Also make sure the game is updated to the latest patch if it has any.
EDIT:Another idea I would like to add is check your nvdia panel settings try setting those settings to performance.
I tried BF3 again,i noticed something, the GPU usage, didnt go 1% above 54%. I think thats the problem. The GPU usage is limited to 54% somehow, that explains everything. Now anyone know a solution? And if ur wondering why i didnt notice it before,i recently installed Evga Precision so...

Have a look in your power options in control panel, see if its set to 'High Performance'.

no it wasnt set to high performance,i just set it but the GPU usage goes upto 98% in crysis, will the usage really be limited by windows in JUST 1 game? i.e BF3? look:

Reality is hell. Case and more fans will not help this problem. More ram will. Their are no magic wans. When a video card need help with ram volume it borrows it from system ram when it can. Some games need to borrow more than others. You can tweak until you and your system turn blue you still need more ram.

yes im well aware of that but even so,it should play fine on lower resolution (1024x768) and medium settings no? The problem persists no matter the settings or resolution. And changing the power setting to high performance didnt help either even though the GPU usage goes upto 80s now. My 40$ are going to waste....

i get 40-50fps average at full settings (everything) except AA.
I notice no fps increase when switching from Ultra to High. Biggest fps difference is when I turn off AA.
ummmm yea sure..ok.....i didnt say there was big FPS difference when switching from high to ultra,i just told him what FPS i got.

I never said you said that. Wasn't talking about you, that's why I said "I".

I heard bf3 can use up to 3gbs of system ram, most peeps say to have at least 6gbs and the minimum be 4gbs when playing that game.I suggest upgrading to 4gb like i said earlier.I know it's not what you really want to hear but bf3 is just really resource hungry and the reason your gpu doesn't use much memory because it's at low resolutions but idk what's the problem there. Anyways have you tried changing the settings in the nvdia control panel to performance to see if you get a boost like that?

When you say "stagger" do you mean stuttering?

I agree about the RAM issue. 2GB of RAM is the recommended requirement during XP days. With Win7 4GB is the minimum you should have, besides, RAM is so affordable nowadays you can get 16GB for under $100 or 8GB for about $45.

With one 720p video running and 4 Firefox tabs open I'm consuming 2.3GB of memory already (I have no other unnecessary services running in the background), with BF3 loaded that number jumps to about ~5.5GB.
