Graphic card problem Please help

Recently i was facing heavy frame rate drop down in games, as i have some experience with hardware i removed my graphic card (an nvidia 9400gt) and cleaned it. i saw that its fan stopped spinning and i cant see anything on my monitor. so my question is- is this card dead or is my fan is in trouble?

well power everything back down, and make a shot at re-seating it properly.
So far as I know that model doesn't require a power chord to be plugged into it, but if it does make sure that it is plugged in and the connector is okay.
After that I would have to say yes, there is very likely a problem.
Though it could be either the card or the motherboard.
You didn't fill out your specs but I'm guessing this is a slightly older system.
4+ years?

Make sure the fan is connected to the graphics card still. Will be a very small connector.

sounds like the bearing is lost.
Replacement is sadly not really worth it on that card. I think you can get a replacement card for about what a new heatsink and fan would cost you anyhow. I don't suppose you are lucky enough to have a motherboard with integrated on it?
