ATI Radeon HD 3650 512MB - Stopped Registering....

    Hello!
My name is Jonah I am seeking some help. I play PC games for a living and I am currently down on my luck, as I had to do a fresh install of Windows 7 recently. Last time I did this I had NO PROBLEMS reinstalling this video card. This time however it appears to just not want to work.

    OS: Windows 7 32Bit
    Motherboard: GX270 Optiplex, ACPI x86
Card: ATI Radeon HD 3650 512 MB

I have tried contacting VisionTek, downloading their driver and getting the driver / hot fix off of AMDs official website - neither of them appear to work.

The BIOS is set to use APG, the APG Aperture is set to 256MB.
Right now if I go into the device manager and look under Display Adapters it says "Standard VGA Graphics Adapter". Yes my monitors are plugged into the APG card, and yes the card is in as tight as it can be.

If I "disable" this display adapter and restart the computer, all it does is turn it back on.

    Any help would be appreciated.

PS: The same thing happens when the BIOS is set to Auto for video card.

    1) Chipset is up to date
    2) Tried the hotfix, its either not working or somehingelse is wrong.
